I don’t think he forces people to fight. There must be a huge reward and mercenaries, ex soldiers, hitmen and gangsters from all over the world are welcome to try their luck and skills.
Whoever wins gets the reward and a meeting i.e (chicken) dinner with the “PlayerUnknown”.
