I think Forge will come back as a Simulacrum. That was their purpose after all; if a Pilot’s body was too badly damaged, their consciousness was then put into a Simulacrum. Forge’s body was, obviously, badly damaged. If they got to him before his brain functions ceased, they might’ve been able to put him in a robotic body.
